Both Systems Depend on Intake

Neither one creates air. Exhaust removes only what intake lets in, and in North Texas the intake side is where most attics fail: soffit vents painted over, screens packed with dust, or insulation shoved against the sheathing with no baffle behind it.

Weak intake merely limits a passive vent. It does something worse to a fan. A fan pulls hard, and when the soffits cannot supply what it demands, it takes makeup air from the path of least resistance — recessed light cans, the attic hatch, bath fan housings, top-plate gaps. That is conditioned air leaving through the roof.
